General Sets and Disjoint SetsEfficiently Representing Sets is Part 6 of Scott Mitchell's running series called "An Extensive Examination of Data Structures". Read up, and find yet another data structure that might very well be a better fit for your application than the ArrayList or Hashtable you've been using so far.
