Can a Sequel Be Better Than The First?

The general rule of thumb with movies is that sequels rarely live up to the first in the series. General exceptions to this rule are Rocky II and Austin Powers: The Spy Who Shagged Me. In the case of this sequel, I think it would be way better than the first... and I haven't even seen the first one.
